I ordered a pair of shoes from riosfashionshoes.com, paid thru PayPal with Visa on May 17, 2012. After not receiving a shipping confirmation I became annoyed and sent several emails to [email protected] and never received a reply to my emails. That's when I became alarmed. On my SHOE ORDER on the rios site it stated that my order was processing and PayPal payment pending when $56.25 was taken from my account on 5/17/12. So either on 6/7/12 or 6/8/12 I logged into PayPal and saw that I could file a claim, which I did from work. On Friday, 6/8/12 I got home from work and in my mailbox was a very small 4 3/4" by 6 1/2" mailing envelope from China. Obviously the pair of size
6 1/2 platform shoes wouldn't fit in the envelope so I opened it to find a shower cap! Then on Sunday (yesterday) 6/10/12 I received an email from PayPal "In response to your claim, the seller has provided proof of shipment indicating that the item was shipped to you. Because the seller was able to provide proof of shipment, we cannot reverse this transaction or issue a refund." So evidently I filed my claim with PayPal too soon, even though they have strict guidelines as to how many days you have to file a claim. So rather than telling PayPal I didn't receive what I ordered, by a couple of days I told them I hadn't received anything when it was in my mailbox at home at the time I was making the claim. I'm so pissed off at both rios and PayPal. Out of curiosity, just prior to making this complaint here I went to the website in question to see if PayPal is still listed as a payment option and lo and behold it is! I see it as PayPal being in cahoots with a fraudulent website since so many have complained about it and PayPal is still there. What can I do?
