I sent $279.00 to fullydeal.com to buy Apple iphone 4s 16GB in good faith via Western Union as requested. The day after they got my money, they said that the item was damaged at the custom. They told me to wait 7 days for manufacturer replacement. They sent me a letter via email 10 days later.

We have contacted the officer in custom today, but there is a bad news for you:
Ms. Li Jing has delivered the Apple iPhone 4S with 16GB Unlocked ; to HaiDian Custom on June 19th, 2012. And our staffs have inspected the packing list. In fact, all formalities they have handed in all professional and clear, but according to the new regulation , we have to charge 130 USD for additional exporting tax.
They asked 130 USD for the additional tax as penalty because your price is lower than China market.According to the new regulation , you need pay for 130 USD to clear custom as soon as possible.
I am sorry that we could not know it early! Please be considerate and check the invoice from custom . You should pay the tax to us as soon as possible so that we can clear customs for you quickly. Or they will take an action in 5 days from now on .
