After processing fee sent call to be received by supervisor. Because of Massachusetts state residency taxes had to be paid prior to receiving moneys. $615 sent western union to India. given 202-657-6862 to call mike an given information on money eta. Mike states grant $8365 includes money paid for taxes and process fee. grant exceeded $8000. Mike stated his bank needed a deposit of $836 for bank match fee. told him wanted money
refunded for fee and taxes paid. mike stated to call first number 'treasury department'
for refund. No answer an no call returned.
