Says he works for Center for Operational Oceanographic Products and Services (CO-OPS). There is an Alexander Banks working there but this is not him. Polite. Wants to buy his dad a car. Wants your pay pal account so he can put money into it, then he will have an agent come buy and fill out the papers. After 2 emails it became obvious this was a scam. I now have seen another complaint for this same guy using the same line. Don't fall for it.
