Hi i have had a massive problem with a chinese company after buying a product from them!

I bought a fitted hat from WWW.NEWERAMLBHATS.NET on the 4th of november 2012 i bought a expensive "ROBIN "Joker" Wht/Purple/Grn/Red New Era Fitted Cap" MODEL NUMBER k22ver2758 I PAID £26.21 AND WAS CHARGED AN EXTRA £1.00 FOR OVERSEAS TRANSACTION. So i waited 12 days for item to arrive and when it did it was the wrong hat they sent a cheap nasty "LOS ANGLES RAMS SNAP BACK HAT" which costs £6.99. When i cotacted them it took 3 emails of me saying the same thing until they looked into the problem. Thery then sent an email saying it was thier mistake and they are sorry and all i have to do is pay an extra £15 for post and packaging and some tax? When i said i have already paid in full for my hat and that the mistake was from them and so they should sort it out they sent another email saying that if i bought another 2 hats i would then get my hat sent for free (which would not be free as i have already paid for it?) So i refussed that idea. When i sent another million emails to sort this out askiing to send the hat i bought or refund me my money back, they keep telling me i have to pay more? So yesterday i said o.k will send £15 extra just to get my hat i said i would pay by paypal and would need an email address to send payment to! They then sent me an email saying i cant pay by paypal and only a bank transfer or weston union would only be excepted (which if i did pay they could steal that money as well). I do not know what else to do as they will not even refund the money i paid for the hat or except paypal money to send the right hat? I have contacted consumers right advise and tradding standars in u.k but they can not do anything as the company are based in china! i should be covered by the sales of goods act of 1979 and they should be up-heraing by these as they are tradiing in the u.k?

I have kept all emails to and from this company the person sending emails is [email protected] i have my original receipt from the purchase! please please can you help?
