Paypal is Enabling Sal Baltasar to scam their members out of thousands of dollars by finding loop holes and praying on unsuspected sellers.
i sold an item to SAL BALTASAR who resides in 23715 sandalwood St West Hills CA 91307. the item was an Louis Vuitton Brea Handbag in Amarante The bag retails for $2700 plus i sent him a invoice for a charm bracelet that was not listed on eBay for $300 retail price $500. i didn't get proof of signature but delivery confirmation. and the tracking number showed the item was delivered on May 20 at 12;02pm to his home. on the 22 of may he then opened a not received item with Paypal and he won the case all because i didn't put a proof of signature on the item. I filed out a report with ic3.gov and tried filing a police report of a stolen package but i can not because he is in CA and i am in NYC so the police cant help plus i cant file over the phone. i have contacted West Hills local newspaper and New york local news chanel to get some help but i thought i was the only one he had done this too. But on May 23 at 3:42pm i got an message from a cust0mx ((Personal Information Removed)) on my ebay account asking me if i had any problems with the buyer( colux_urc) i was shocked to find out he had bought Louis Vuitton products from all of us( 3 other people) and reported them missing or not has describe he then filed cases with Paypal or his credit card company stating he had not received these items. in (Personal Information Removed) case he returned what (Personal Information Removed) thought was the item but in the box was a dictionary, this is ludicrous this guy account is still activite on both paypal and ebay he made purchases of LV items on May 22. (Personal Information Removed) is checking all his purchases and is finding more complaints people that are trying to reach this guy but with no luck. in 2weeks he has scammed 3 people that i know of before me dont Paypal have any police on excessive claims especially if the buyer is claiming not recieving any of his items. I should also add i called his local post office and spoke to the superivoer who informed me that this is typical for this person he gets packages everyday then report them not received the person who delivers his mail stated that she knows for a fact he is scamming person she thinks its too odd he always reports his packages that she leaves on his door steps (he has a gate and his steps are hidden by bushes)has not received. And yet still he keeps doing this which is mail fraud and Paypal and aebay is enabling him with no punishment so he has countless Louis Vuitton Handbag in his possession and he didn't have to pay fo them. why isn't Paypal calling the local police to report suspicious activity or close his account or warn everyone who does business with him. NO HELP
