I ordered 1pcs APPLE mobile phone from him (and paid USD157 on Nov 21, 2013). And he said we just receive your money and we will send goods in 12 hours

next day He replied me as below:

today morning I ask my manager to give you the delivery at 7.00am,but there is a problem,my manager say that our minimum order is 500 usd,but your order is 157usd so you need order 343 usd that we can delivery.
you know we are at a special discount time ,below the minimum order to give you the delivery,our company will at a loss,and if I send goods for you ,company will fine money from me
and what else do you need?

** I requested to cancel the order & asked them to refund the money to me. He agreed to refund to me. But need 25 days & pay me back by T/T. i gave my bank account details but no response from him
