Rick Zilem is a scammer of homeowners who live out of state. His accomplice was his crooked inspector who does not want to reveal his name. It started when a slot of my fence fell due to rusted nails which was corrected, Rick counted this as first HOA violation. Then a bush needed trimming, it was corrected and Rick counted this as second HOA violation. Another notice was the fence fell due to broken posts caused by a record breaking storm in Oct 2015 and Rick counted this as third HOA violation. The original charge was $75 in Apr 2016 and increasing because this scammer adds $6/month until it is paid. I submitted waivers twice to the Greenridge HOA Board but my waivers did not reached the addressee. Rick Zilem himself rejected my request. Phyllis Starr, owner of PS Property Mgmt has no brain of herself, she closed her eyes and ears to homeowners complaints. A business that is being run by scammers.
