On April 28, 2012 paypal notified me of a charge back by the buyer on an item I shipped to him in CA. I notified the buyer and he explained that his wife made a mistake and he would correct it with the bank. He later sent an email and a phone call to tell me the charge back had been corrected with his bank.

Since that time paypal has requested more documents from the buyer and myself which both us have complied with. There was even a conference call between the buyer, his bank, and a dispute expert from paypal. The bank then called me and stated that they had returned the funds to paypal and the buyers account there.

Now when I call paypal they tell me first that the dispute has been resolved and then they tell me the funds are not at paypal.

Now they say they will take up to seventy-five days to look into the problem but they also said that back in April.

I wrote a letter to the CEO of paypal, a Mr. Donahoe, and explained it all to him. I got a response from another department saying they would look into the matter but it would take four to six weeks. They suggested I contact the resolution center for a quicker response. Well, that is who I have been in contact with the whole time. It takes at least thirty minutes before I can even get on of those "dispute experts" on the phone and then they can't give me any information except to say the dispute has been resolved and they don't know if the funds have been paid.

I really would like to know where these funds are. Paypal should be able to tell me exactly. They have never provided anykind of documentation they have had with the buyers bank.

Paypal took these funds out of my account on my credit card and I have been having to pay that interest and all since April. I am living on a fixed income and this money is important to me. The buyer has both the item and the money and I have nothing except the charge on my credit card.
