In a bind, I applied for an unsecured online loan at www.247lendinggroup.com. On Friday, Sept. 27, I was contacted by the noted number by a man who said his name was Richard Lewis from USA Cash Advance. I was approved for a loan in the amount of $3,000, to be repaid $330 a month for 10 months.

After submitting the first payment of $330 via Green Dot Money Pak, a man who said his name was Stephen Harper from USA Cash Advance contacted me. There was an outstanding tax that needed to be settled before the loan could be approved. I paid the outstanding tax of $486.86 via Green Dot Money Pak.

Mr. Harper then informed me that I had an outstanding debt in the amount of $2,786.98 that must be settled before his company could finalize the loan. He said the debt was through the Federal Trade Commission and the legal agency Federal Legislation of Customer Affairs and Business Regulations. Given my admittedly spotty credit history, I was not totally surprised to learn of the debt.

Since I was unable to pay the full amount of the debt right away, Mr. Harper informed me he would contact both parties to come to a settlement amount. He later informed me that the Federal Trade Commission had approved a settlement amount of $745.98. I paid this settlement amount via Green Dot Money Pak.

However, on Saturday, Sept. 28, Mr. Harper informed me that Federal Legislation of Customer Affairs and Business Regulations would not accept the settlement amount. Mr. Harper informed me that if I settled with the legal agency for the amount of $1,300, his company could then approve me for a loan in the amount of $5,000.

With Mr. Harper's repeated assurances that settling the debt would be the absolute last step before his company would approve my loan, I reluctantly paid the settlement amount of $1,300, exhausting the rest of my own available funds.

On Monday, Sept. 30, Mr. Harper contacted me and informed me that Federal Legislation of Customers Affairs and Business Regulations was no longer willing to accept the settlement amount of $1,300. Mr. Harper informed me that he and his manager has spoken at great length with the head of the legal agency, who was willing to finally settle the matter for an additional $615.

When I informed Mr. Harper that I did not have the funds to pay the final settlement amount, he informed me that his company could not finalize the loan, and Federal Legislation of Customer Affairs and Business Regulations would file suit to settle the debt. Mr. Harper briefly mentioned the possibility of my money being refunded, but when pressed further he offered no more details. He said the matter refunded payments had to be taken up with the legal agency. I asked for its contact information, but Mr. Harper said he could not give it out and that the legal agency would contact me.

I have not heard from either Mr. Harper or anyone at USA Cash Advance, or Federal Legislation of Customer Affairs and Business Regulations since. I have filed a police report on the matter with the local sheriff's office.
