I looked upe "change my address" in my web browser and ened up choosing this site to change my address. This was not the United States Postal Srvice as I had intended to use but another site that had similar logo and colors as the USPS. After I had filled out all of my change of address info as well as my credit card info (yes I feel like an ass) I realized this was a scam that charged 39.99 and that was written on the side not near the credit card info how much I was being billed. Having just done this a year ago I knew the USPS charged for a change of address and was prepared to pay the fee of $1.05. After the transaction was complete I realized the scam. Within 10 minutes I had written to the "company" and (I will use that term loosely) have not yet received a reply but I have cancelled my debit card that I used to purchase my change of address.
