Jose Vazquez and his accountant promise to make the payment, then fail to make the payment, then make an excuse about it, then promise to make the payment, then fail to make the payment, etc. This pattern continues, sometimes they just ignore chase-up emails. Mr Vazquez has other companies chasing him for money - he never answers his phone if he can't identify the number.
