I was persuaded to make a Paypal "gift" payment in the amount of $700 to Daniel Vega in return for an e-mail campaign that never happened.

I was told by his brother - Joseph Vega operating under onTarget Prospecting, that my VISA card could not be used for billing because it is Canadian...and that he paid for the campaign using his personal credit card to help me out and so I should send a Paypal "gift" instead.

on Monday I received a call from VISA saying that there have been multiple attempts to charge my card thousands of dollars starting with large blocks of $1400 to smaller blocks of $525....since they asked for a Paypal "gift" there is no way for me to claim a refund.

When requesting a refund from Daniel, he said he had no idea this took place and promised to refund personally and later settle with his brother Joseph....later he changed his mind and does not return my emails.
