I started the application with Qlink but never finished.Qlink has signed me up a free phone any way with a number and I got an email about it being shipped. The phone was shipped since 8/22/13. I called that company every week or every other week about the status of it. Customer service today told me I only called once to change my address. Wrong!!! Today I called 9/25/13. The customer service said the phone was being shipped back and I have to pay a $15 return charge. And that I can not receive another government phone. I should/will not pay the $15 charge because I did not receive the phone.
